Police: Hanover-area teacher abused 4 girls

A Littlestown Area School District music teacher — who lives in York County — is accused of sexually assaulting two high-school students, physically assaulting a third and making unwanted sexual comments to a fourth, who he also is accused of inappropriately touching, according to charging documents filed Tuesday.

Nicholas Andrew Oaster, 32, of 17 Frock Drive in Penn Township, is free on $50,000 bail, charged with involuntary deviate sexual intercourse, four counts of unlawful contact with minors, sexual assault, two counts of corruption of minors, three counts of indecent assault and five counts of harassment.

He was the music and chorus teacher for the high school and the district's middle schools, officials said.

According to police, the investigation began after a Littlestown high school student went to the school principal April 7 and said Oaster had assaulted another student, adding that the student "fear(ed) for the safety of future students and did not want to see them hurt in the same way," according to charging documents.

School administrators began their own investigation in addition to alerting police, documents state.

Littlestown Police say Oaster assaulted and harassed the girls over a six-year period, starting in 2011 and ending in April of this year.

Placed on leave: Littlestown Area School District placed Oaster on paid administrative leave April 10, which was a Monday, after the allegations came to light on April 7, according to a letter to parents written by Superintendent Christopher Bigger.

The district will "act swiftly" once the investigation into Oaster is complete, the letter states. It was posted on the district website Tuesday.

Bigger wrote that district officials alerted police and the York County Office of Children, Youth and Families "within hours" of learning of the allegations and said the district will enhance its safety precautions "to prevent future offenses."

"Rest assured that we will do everything we can within the laws of the commonwealth to keep our children free from harm," he wrote.

Police say force used: Oaster physically forced one girl to perform oral sex on him in October 2012 after luring her into the band office, despite her attempts to fight him off and despite the fact she was crying, charging documents allege.

The girl was 17 at the time, and told investigators the contact started with Oaster giving her "consolation" hugs after she and her boyfriend broke up, documents state. But after about a week, Oaster started fondling her buttocks when he hugged her and also would touch the girl's breasts, both under and over her clothing, police allege.

Documents state Oaster on another occasion put his hands inside the girl's pants in a classroom and fondled her genitals, despite the fact that the girl was bent over and trying to pull his hands out of her clothing.

He once ripped her bra while forcefully touching her breast, police allege.

'Over 100' assaults: The girl told investigators she would push him away when he inappropriately touched her but that Oaster continued to sexually assault her "a few times a week" until she graduated several years ago. She estimated there were "over 100" separate assaults, which happened in the band office, the music library, Oaster's office and Oaster's high school classroom, according to charging documents.

Another student told police Oaster sexually harassed her since the time she started attending the high school, making comments about her taking off her clothes and sitting on his lap, documents allege.

He asked her, "Are you ready to have sex with me?" and once commented about leggings she was wearing by saying, "they would look better on my bedroom floor," according to documents, which state Oaster asked her to have sex with him on numerous occasions.

Pushed into cabinet? A third girl interviewed by authorities reported Oaster made rude comments to her that were couched as jokes and once threw a water bottle at her face, documents state. The girl said that in late February, Oaster pushed her into a filing cabinet, causing a scratch on her arm, police allege.

A fourth girl reported that Oaster made inappropriate comments about having sex with her when she saw him daily for chorus class in the spring of 2015, according to police.

Charging documents allege Oaster knew the girl took self-defense classes and would ask her to show him those tactics as he put her in chokeholds.

The girl said Oaster kept doing it several times a day even though it made her very uncomfortable, documents state. She also said Oaster became more aggressive and more hostile as "he kept getting away with it."

'Smirk' alleged: The fourth girl, who was 17 at the time, said Oaster touched her buttocks four or five times in June 2015 as she was helping him carry musical instruments or supplies from the school, documents state.

"Victim ... related the first time she thought it might have been an accident, but when she turned around ... Oaster would look at her and 'smirk,' documents state.

Oaster has an unlisted phone number. It is unclear if he has retained an attorney.
