A 16-year-old York-area youth is responsible for the gunfire that killed two people a week ago near the corner of West Princess and West streets, according to York City Police.

Luis Joshua Vicente-Ramirez, of no fixed address, is a wanted fugitive, according to police, who said that he will be charged with two counts of homicide, carrying a firearm without a license and illegal possession of a firearm by a minor.

He is accused of fatally shooting city resident Dezmen "Dez" Jones, 15, and Jameel Robert Murray, 28, just before 8 p.m. Sept. 26.

A cash reward is being offered for Vicente-Ramirez's capture, according to Philip Given, chief of staff for York City Mayor Michael Helfrich.

Police warned that he should be considered armed and dangerous.

Members of the U.S. Marshals Service Fugitive Task Force have been searching for Vicente-Ramirez since Friday, Sept. 28, but have had no luck, Given said.

York City Police Lt. William Wentz, who supervises the detective bureau, said detectives are still interviewing people and waiting to hear from forensic crime labs about evidence they submitted for testing, including ballistics evidence.

"There's still a lot of work we need to do," he said. "Not everyone's being straightforward and truthful."

Deal gone bad? Wentz said it appears the shooting was the result of a drug deal gone bad, and it involved Murray.

But whether Murray was the buyer or dealer has not yet been determined because witnesses have not been entirely truthful, according to the lieutenant.

"It's just unclear at this point," Wentz said.

Vicente-Ramirez is not originally from York County, according to the lieutenant.

Given said the teen fugitive is believed to still be in the York area.

Charging documents weren't available Wednesday evening.

Detectives are asking for the public's help in tracking down Vicente-Ramirez and also are still looking for anyone with information about the double homicide.

Reward offered: Tipsters can remain anonymous, and Crime Stoppers is offering a reward, Given said.

Anyone with information about the crime or Vicente-Ramirez's whereabouts is asked to text "Yorktips" and their information to 847-411 or call the York City Police Department's anonymous crime tip line at 717-849-2204.
