Seized: Officer Ryan Henry spotted Williams, who had active warrants, near his home just before 6 p.m. July 5, documents state.

Williams was ordered to open the door to the car he was in but stay inside, according to police. At the time, Williams took a black Adidas bag from the passenger-side floor area, began reaching inside and placed several objects in the bag, police said.

Henry wrote in charging documents that he saw a large amount of money in the front mesh area of the bag.

Williams' brother then came out to the front porch of the home and took the bag out of the car, officials said.

But Henry, believing there was "criminal activity afoot," took possession of the bag, charging documents indicate.

Williams then got out of the car and was taken into custody by another officer, officials said. Henry wrote in court documents that he could see Williams' body language change from cooperative to "more intense" after Henry took the bag.

Henry, according to police, could smell a strong odor of marijuana coming from the bag.

Arrest: When Williams spoke to authorities, he admitted that he had marijuana and two firearms that were purchased to "ensure his safety against another subject who was also dealing marijuana," according to police.

Police searched the bag and found sandwich bags, a digital scale, $2,630 and two handguns that had their serial numbers obliterated, charging documents state.

Charges were filed Monday, July 9, and Williams was arraigned on the charges on Tuesday, July 10.

He was in York County Prison in lieu of $25,000 bail on Monday, July 23.

Williams does not have an attorney listed.

His preliminary hearing is scheduled for July 31 at District Judge Dwayne Dubs' office.
