Shrewsbury man heading to prison for fatal crash
A Shrewsbury man must serve more prison time for causing a crash that killed a Seven Valleys-area young woman about two years ago.
Jesse Welk, 23, of Woodland Drive, appeared in York County Court on Thursday, May 3, and pleaded no contest to homicide by vehicle, first-offense driving under the influence, speeding and failing to stay in his lane of travel, according to court records.
He was sentenced to nine to 23 months in York County Prison and given 79 days' credit for time served, according to court records. He will be on probation for a year after his release.
Welk also was ordered to wear an alcohol-monitoring device for three months after he's released, submit to random drug testing and perform 50 hours of community service, records state.
No-contest pleas have the same effect as guilty pleas, but defendants don't have to admit guilt. They are often used when defendants don't have a clear memory of their actions, including if they were intoxicated.
Welk was high on marijuana when he caused an April 15, 2016, crash that killed Elise Delozier, 18, of Rohrbaugh Road in North Codorus Township, state police said.
Crashed into tree: Welk was driving 82 mph in the 33000 block of Seven Valleys Road (Route 616), which is a 50 mph zone, when his northbound Hyundai Sonata crossed into the southbound lane, went up an embankment and crashed into a tree, court documents state.
Delozier, a 2015 Susquehannock High School graduate, died on impact, according to police.
State police said they smelled marijuana coming from Welk's car after the crash and found drug paraphernalia inside.
Police said a combination of speed and impairment caused the crash.
Nearly a week after the crash, Welk told investigators that he and Delozier were arguing in the car because he received a message from a friend that she didn't like, court documents state.
She briefly got out of the car after he stopped, but he convinced her to get back inside, documents state.
Welk told police he couldn't remember anything after that leading up to the crash.
