The former director of The Arc of York County could spend up to two years in prison for child porn possession.

George Harlow Flory, 66, of the 2700 block of Tara Lane, Dover Township, pleaded guilty on March 7 to two counts of unlawful contact with a minor and one count each of criminal use of a communication facility and child pornography, according to online court records.

Flory was arrested in October in connection with child pornography charges in western Pennsylvania. Officials said Flory sent a link to a webcam showing his genitals to an undercover police officer posing as three young girls, according to police.

Flory will spend 11½ to 23 months in Washington County Prison, followed by five years of probation, online court records state.

A man, later identified as Flory, contacted three aliases the undercover officer was using in a chat room — a 14-year-old girl, a 13-year-old girl and a 12-year-old girl, according to charging documents.

Flory used the screen names of “cutegrandad” and “cutegrandpa” when talking to the undercover officer, officials said.

Arc: Flory was executive director of The Arc of York County but was suspended without pay after his arrest and barred from accessing the organization's facilities, according to a statement on the organization's website.

The statement, dated Oct. 25, states that he was terminated after the suspension.

The Arc of York County is a nonprofit organization dedicated to improving the lives of people with intellectual disabilities and their families, according to the organization's website.

The organization was "deeply disturbed" to learn about Flory's arrest.

Flory's actions are believed to have taken place at his home and in the Pittsburgh area and are not connected to his work with the organization, according to the statement.

It also states Josh Leik was appointed to serve as executive director, and services at the organization have not been affected.

Charges: North Strabane Township Police, in Washington County, began investigating Flory in late September, when police say he initially solicited the undercover officer.

About 4 p.m. Sept. 27, Officer Gary Scherer, a member of the Pennsylvania Internet Crimes Against Children Task Force, assumed the identity of a 14-year-old girl in a chat room.

Not long after, Flory contacted the girl, court documents state.

He told the officer he was from York and expressed sexual interest in young girls, police said. Flory indicated that he had a webcam and would use it to show his genitals to girls, according to charging documents.

He then sent a link, which, when viewed, would show the view from a webcam showing his genitals, police said. After sending the link, police say, he engaged in ongoing and detailed sexual dialogue.

Flory also asked the officer, who he still believed was a 14-year-old girl, to send him naked pictures, charging documents state.

He did it again the next day, Sept. 28, when speaking to the officer, who he believed was the same 14-year-old girl, according to police.

In the video link he sent, Flory could be seen talking online with an 11-year-old girl from Toronto, documents state.

Police say Flory repeated those actions on Sept. 29 and Sept. 30, when Scherer posed as a 13-year-old girl and 12-year-old girl.

North Strabane Police say state police and Homeland Security agents assisted in arresting Flory at his Dover Township home Oct. 2.

A message left for his attorney Tuesday, March 20, was not immediately returned.
