A Lancaster County man, who originally claimed he was exempt from child pornography charges because he is a "third-generation nudist" merely looking at photos of other nudists, has pleaded guilty in York County Court and is expected to serve state prison time.

Donald Herbert Webb Jr., 68, of Manheim, was tracked down at a motel in Manchester Township on Feb. 13 by troopers with the state police Central Computer Crimes Unit, after those troopers determined he was viewing and sharing pornographic images of children, court documents state.

Webb told troopers he would look at the images on social media and "pass them along," documents state. Police said he shared child porn on Twitter and on KIK, a messenger app for cellphones.

Troopers received 50 CyberTips between December 2013 and September 2016 about images of child pornography, and the unit tracked those images to Webb, documents state. CyberTips is run by the National Center for Missing and Exploited Children.

No nudist exemption: During his police interview, Webb said "that all of the images were legal because he was a nudist and he was just sharing and viewing images from other nudists," according to court documents.

But those documents describe 10 specific images that include children in adult sexual situations and poses, including a child performing oral sex on another child.

The children in the images appear to range in age from about 10 to 13, police have said.

Webb said his father and grandfather also were nudists, as were other family members, according to court documents, and he claimed he "wasn't 'into' those kinds of pictures."

Guilty plea: Webb pleaded guilty Tuesday in York County Court to one count of disseminating child pornography, a third-degree felony, according to court records.

Presiding Common Pleas Judge Harry M. Ness set sentencing for Sept. 27 and ordered that Webb receive a state sexual-offender evaluation to determine if he should be deemed a sexually violent predator.

Chief public defender Bruce Blocher, who represents Webb, said Webb's negotiated plea agreement calls for him to be sentenced to 1½ to three years in state prison.

Prosecutors have declined comment until after sentencing, according to Kyle King, spokesman for the York County District Attorney's Office.
