The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments that were inspected July 29 through Aug. 2:

OUT OF COMPLIANCE:

China One, Penn Township - Inspected Aug. 1, 2019

o Mop bucket water was observed to be filthy and is evident that the water has not been replaced at a frequency to preclude the accumulation of dirt within the water.

o Hand sink observed to be coming off of the wall and is not in good repair.

o Floor throughout the food facility was observed with an accumulation of food debris and are extremely dirty, dusty, and in need of cleaning.

o Walls behind prep sink and prep table observed with an accumulation of food debris and are extremely dirty and in need of cleaning. Cobwebs observed throughout facility in cornered area.

o The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.

o Observed wet wiping cloths throughout, not being stored in sanitizer solution.

o Observed single-use containers used as scoops in multiple food items throughout facility.

o Observed refrigeration equipment gaskets and door handles not clean to sight and touch.

o Observed top back of prep unit with an accumulation of food debris and residue, was not clean to sight and touch.

o Shelving under prep table observed to have food residue and debris, and was not clean to sight and touch.

o Observed encrusted accumulation of food debris on the lip of the rice kettle, not clean to sight and touch.

o Observed side and inside of fryers to have an accumulation of food debris and residue, not clean to sight and touch.

o Food facility has an employee who held a Certified Food Manager certificate; however, the certificate has expired and is no longer valid.

o Food employees observed conducting food prep, not wearing proper hair restraints, such as nets, hats, or beard covers.

o Condiment shelf at stove area observed to be lined with newspaper, not a smooth, easily cleanable surface.

o Food was observed to be stored on the floor within the walk-in refrigerator and freezer. Food was observed to be uncovered within the walk-in refrigerator.

o Can opener blade, deli slicer, pots, inside of microwave, food contact surfaces, were observed to have food residue and was not clean to sight and touch.

o Uncovered food stored under plastic sign that was observed to be dirty.

o Soap dispenser at hand wash sink was observed with encrusted residue, was not clean to sight and touch.

o Food facility inspection indicates evidence of rodent activity throughout kitchen, facility does not have a pest control program.

o Mops are not being hung to air dry.

o Observed tongs being stored in cardboard container between use, not a smooth, easily cleanable surface.

o Refrigerated ready to eat, time/temperature control for safety food prepared in the food facility and held for more than 24 hours, located in the walk-in refrigerator, is not being date marked.

o The chlorine concentration in the sanitizing solution of the sanitizer bucket was 0 ppm, rather than 50-100 ppm as required. (COS)

o Back exit door and screen door have gaps above and below the door and does not protect against the entry of insects, rodents, and other animals.

o Hood baffles and hood system observed to have an excessive amount of grease build up and are extremely dirty.
