The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments that were inspected July 16 through July 22:

OUT OF COMPLIANCE

McDonald’s, Penn Township - Inspected July 16, 2019

o Observed single-use items stored with food residue. 

o Observed fly strips throughout facility in areas where food preparation occurs. 

o Ice scoop observed to be stored incorrectly at ice machine in back of facility. 

o Observed containers holding food contact items with an accumulation of food debris not clean to sight. 

o Observed a build-up of grease on floor and piping under stove top. 

o Observed back of milk dispenser with an accumulation of food residue. 

o Observed build-up of static dust on ventilation system in ware wash area.

o The Person in Charge did not demonstrate adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.

o Time in lieu of temperature being used as a control for potentially hazardous foods, but cheese observed being held without time stamp. 

o Observed cardboard box being used to store clean utensils and containers of food items.

o The inside top of the microwave was observed to have food residue and was not clean to sight and touch.

o Observed employee with cast working in kitchen with food items. 

o A food employee was observed touching french fries- a ready to eat food - with bare hands.

o Observed deeply scored and discolored cutting boards not resurfaced or discarded as required.

o Observed cooking equipment and food racks, in cook line area, with an accumulation of dust, dirt, food residue, debris on non-food contact surfaces.

o Observed utensils stored in a manner that would allow them to touch a surface that is not easily cleanable. 

o Observed lid of outside receptacle to be open.

Royal Farms, Dover Township - Inspected July 17, 2019

o Facility did not have adequate means of sanitizing equipment or food contact surfaces throughout facility. 

o Food employee observed storing clean food equipment while wet, and not allowing time for draining and/or air-drying.

o Observed mop stored within mop bucket, rather than being hung to dry.

o Food employees observed in kitchen area, not wearing proper hair restraints, such as nets, hats, or beard covers.

o Caulking between hood system and wall peeling, above cooking equipment.

o Hood system observed to be dirty.

o Observed bottom of 2-door refrigerator to have food debris and was not clean to sight and touch.

o Observed food containers stored on trays that were not clean to sight and touch.

o Outside of chicken hot hold equipment was observed to have dust on top vent areas.

o Ansul system and edges of hood system above cooking equipment were observed to have excess grease build-up.

o Area above nozzle of nacho machine was observed to have food debris present and was not clean to sight and touch.

o Gaskets dirty throughout facility.

o Observed mold-like substance on fan guards in left 2-door refrigerator in back room.

o Area around nozzles of Reese's machine was observed to have food debris present and was not clean to sight and touch.

o Cabinets throughout facility were observed to have food and liquid debris present within them.

o Carts throughout facility were observed to have food residue apparent and were not clean to sight and touch.

o Inside of hot hold equipment was observed to have excessive amounts of food residue and debris and was not clean to sight and touch.

o Inside tops of prep unit lids observed to have food residue.

o Vent above potato breading station observed to have dust.

o Food Employee observed donning single use gloves without a prior hand wash.

o Food Employee observed eating or tasting food in the kitchen area.

o Floors throughout facility, underneath food equipment and shelving is extremely dirty, dusty, and in need of cleaning.

o The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.

o Ice dispenser at soda machine, a food contact surface, was observed to have mold-like substance and was not clean to sight and touch.

o Refrigeration drawers throughout facility were observed to have food debris and were not clean to sight and touch.

o Food containers in drawers at refrigeration unit were observed to have ice build-up within them.

o Food containers, a food contact surface, stored in back room, were observed to have food residue and was not clean to sight and touch.

o Walls around 3-compartment sink observed to be dirty.

o Observed food container stored under 3-compartment sink.

Rock-It Pizza, Newberry Township - Inspected July 18, 2019

o Grease accumulation on sides of fryers & grill.

o Cases of food stored directly on floor in walk in freezer. Cases of food and bag of onions & loose onions sitting directly on floor in dry storage area

o Condensate drip trays/lines in the baine marie refrigeration cases are not sloped to allow for proper drainage of condensation. Standing water on bottom front area inside baine marie.

o Food debris under plastic cutting board on baine marie not cleaned from previous day's use

o Dried food debris and grease accumulation on can opener blade and table mounted holder

o Grease and food debris accumulation on handles of holding coolers under grill. Repeat violation.

o The Person in Charge does not have adequate knowledge of food safety in this food facility as evidenced by this non-compliant inspection.
