Sex offender who allegedly abused, tattooed York County teen facing more charges
A convicted sex offender accused of abusing a Shrewsbury teenager earlier this year now faces additional federal charges.
David Serrano-Munoz, 38, of Philadelphia, was indicted in July on charges of production of child pornography, receipt and distribution of child pornography and possession of child pornography, the U.S. Attorney's office said in a news release Friday, Nov. 24
On Wednesday, Nov. 22, Serrano-Munoz was indicted on an additional charge alleging he was a sex offender at the time he produced child pornography of a York County teen, the release states.
According to his indictment, Serrano-Munoz coerced a minor to send him images in February. The indictment alleges he also transported child pornography between January and April.
Local charges: In April, state police filed local charges alleging Serrano-Munoz targeted and abused a Shrewsbury teenager who ran away from her foster home. Serrano-Munoz is accused of having sex with her, giving her multiple tattoos and directing her to create child pornography, according to police allegations.
In that case, he is charged with child pornography, unlawful contact with a minor, concealment of the whereabouts of a child, corruption of a minor and two counts of sexual abuse of a child.
State police allege Serrano-Munoz homed in on a 16-year-old girl in January through conversations on Instagram, telling her he was 28 years old.
He picked up the girl Feb. 19 after she ran away from her foster home in Shrewsbury Township and kept her with him for more than six weeks, charging documents allege. When he picked up the girl, Serrano-Munoz was accompanied by his mother and his brother, police allege.
Before picking up the girl, he directed her to send him naked photos of herself, documents state, and also asked her whether she thought someone would file a missing-person report on her if she ran away.
State police say Serrano-Munoz took the girl back to a house on North Second Street in Philadelphia, where police found her, according to charging documents.
During the time she was with Serrano-Munoz, he had sex with her a number of times, state police allege.
He also gave her multiple tattoos, documents state.
It is not clear if his local case is related to his federal case.
Convicted sex offender: Serrano-Munoz is a convicted sex offender who must register with the state, according to Pennsylvania's Megan's Law website.
In 2000, he pleaded guilty in Philadelphia Common Pleas Court to involuntary deviate sexual intercourse, unlawful restraint and simple assault, according to court records, which state he was sentenced to six to 12 years in state prison for his crimes.
