A York City man was killed on the day of his young daughter's birthday, according to the city's mayor-elect.

Jimmy Avila-Velez, 26, of West Princess Street in York City, was shot in the 500 block of West Poplar Street at 8:37 p.m. Friday, Nov. 10, according to a release from the York County Coroner’s Office.

He died at the scene, according to York County Deputy Coroner Jeffri Goodfellow.

Although York City Police stated Avila-Velez was found in an alley near 561 W. Newton Ave. in a separate news release, Goodfellow reported finding the shooting victim on the 500 block of West Poplar Street.

York City Police are investigating the shooting. Police say Avila-Velez was targeted.

In a Facebook post, York City Mayor-elect Michael Helfrich stated Avila-Velez was killed on the day of his young daughter's birthday.

"This was a young man with a family who was turning his life around," Helfrich said via telephone on the afternoon of Sunday, Nov. 12.

Helfrich said he met with the family of Avila-Velez and said he would soon implement a plan to involve the community to increase vigilance and address "root problems" that perpetuate violence in York City.

"It’s common knowledge that this stuff breeds out of not taking care of the basic needs of people," he said, including security and stability for parents and the self-esteem of children.

Helfrich also stated he hopes to attend Avila-Velez's funeral if his schedule allows.

An autopsy for Avila-Velez has been scheduled for Monday morning, Nov. 13, at Lehigh Valley Hospital in Allentown.
