A Dillsburg man is accused of molesting a juvenile girl while he was baby-sitting her earlier this year, according to charging documents.
The 12-year-old girl he was baby-sitting told police Seth Matthew Felton, 30, had touched her inappropriately after her school nurse discovered "hickeys" on her neck, police said.
Felton, of 403 S. Baltimore St., Apt. P, is charged with involuntary deviate sexual intercourse with a child, indecent assault of a person younger than 13 years old and corruption of minors, court documents state.
Carroll Township Police say Felton admitted to touching the girl inappropriately and giving her the hickeys, which he told her to hide.
Allegations: The victim reported her interactions with Felton in late February, after a school nurse discovered her hickeys when the victim complained to the nurse about pain and swelling in her neck, documents state.
She told the nurse they were "sucker marks," given to her by Felton, who baby-sat her, according to police. The victim said her mother discovered the marks and that Felton was no longer allowed to baby-sit, court documents state.
In an interview at the Children's Advocacy Center, the victim said Felton baby-sat her and her brother while her mom was working and that Felton had given her the hickeys, according to police. She said Felton told her to cover up the marks with makeup and asked her not to let anyone see it — especially her mother, documents state.
He wanted her to keep it a secret, police said.
During another interview there, the victim said Felton had kissed her stomach and chest, and that she touched his genitals, according to charging documents.
Felton: Police then spoke with Felton, who told them he baby-sat the victim and her brother before and that sometimes he would stop in to see if they were OK, and sometimes, about two to three times a week, he would spend the night, police said. Felton said he would baby-sit after he got off work, according to charging documents.
Initially Felton denied giving the girl the hickeys, and he said that the girl had a crush on him, court documents state. Felton said the victim wanted to be his "girlfriend," police said.
Eventually, Felton admitted to giving the girl the hickeys, according to court documents.
Police say Felton said he was "making out" with the girl, and during that time he gave her the hickeys on her neck. Additionally, Felton admitted to telling the girl not to tell anyone, documents state.
Felton said that it was the only time he had sexual contact with the girl, police said.
However, on April 29, Felton met with police again and he admitted to additional sexual contact, charging documents allege. Police say Felton admitted to having the girl touch his genitals on four to five separate occasions. He also admitted to touching her genitals on one occasion, police said.
Charges against Felton were filed May 5, and Felton was arraigned on them Monday. Felton was released on $75,000 unsecured bail, with the condition of having no contact with the victim, according to District Judge Richard Thomas' office.
A phone number for Felton could not be found, and it is not clear if he has an attorney. His preliminary hearing is scheduled for 3 p.m. June 19 at Thomas' office.
