Police: Sex offender abused, tattooed Shrewsbury teen
A convicted sex offender targeted and abused a York County teenager who ran away from her foster home by having sex with her, giving her multiple tattoos and directing her to create child pornography, according to police allegations.
David Serrano-Munoz, 38, of 254 W. Ruscomb St. in Philadelphia, is a wanted fugitive. State police on Thursday filed charges against him of child pornography, unlawful contact with a minor, concealment of the whereabouts of a child, corruption of a minor and two counts of sexual abuse of a child. All the charges are felonies except for corruption, which is a first-degree misdemeanor.
State police allege Serrano-Munoz homed in on a 16-year-old girl in January through conversations on Instagram, telling her he was 28 years old.
He picked up the girl Feb. 19 after she ran away from her foster home in Shrewsbury Township and kept her with him for more than six weeks, charging documents allege. When he picked up the girl, Serrano-Munoz was accompanied by his mother and his brother, police allege.
The allegations: Before picking up the girl, Serrano-Munoz directed her to send him naked photos of herself, documents state, and also asked her whether she thought someone would file a missing-person report on her if she ran away.
State police say Serrano-Munoz took the girl back to a house on North Second Street in Philadelphia, where police found her Wednesday, according to charging documents.
During the time she was with Serrano-Munoz, he had sex with her a number of times, state police allege.
He also gave her multiple tattoos, documents state.
Convicted sex offender: Serrano-Munoz is a convicted sex offender who must register with the state, according to Pennsylvania's Megan's Law website.
In 2000, he pleaded guilty in Philadelphia Common Pleas Court to involuntary deviate sexual intercourse, unlawful restraint and simple assault, according to court records, which state he was sentenced to six to 12 years in state prison for his crimes.
Serrano-Munoz has a teardrop tattoo on one cheek, plus a number of tattoos on his arms, hands and chest, including the word "Ghost" on his left hand, the Megan's Law registry states. Charging documents state his Instagram user name is, or was at the time, "ghost_turn_upp."
