York City man charged with Megan's Law violation, rape
A York City man was arrested Friday for a Megan's Law violation and a recently filed rape charge, according to a news release from the U.S. Marshals Service.
Horace Reaugh, 74, of 156 S. Richland Ave., Apt. 1, was arrested without incident in the 100 block of South Richland Avenue, according to the release.
Reaugh was convicted of indecent assault in October 1994 and is required to register as a sex offender for life, according to officials. On Dec. 7, York City Police charged him with failing to register and charged him with a rape that is believed to have happened on Aug. 11, 2016, according to the release.
The allegations: Reaugh is accused of raping a woman in her York City home this past August, according to charging documents.
York City Police say on the morning of Aug. 11, Reaugh was having coffee with a woman on the porch at her York City residence. The woman went to change into warmer clothes, and Reaugh said he needed to use the bathroom, according to police.
The woman told police that when she was in her room changing, Reaugh forced open the door and held her to the bed, documents state. Police say he raped the woman there while the woman said no. She tried to stop him, but he overpowered her, according to charging documents.
Police interviewed Reaugh in September, and he admitted to having sex with the woman, according to police. He told police the woman told him to stop on more than one occasion, police allege.
According to police, Reaugh knew what he was doing was wrong and said he should have stopped. He said if he could go back and change things, he would have stopped, police said.
Reaugh was taken to central booking for arraignment Friday night. He was charged with sexual assault and rape, according to charging documents. He was remanded to York County Prison in lieu of $40,000 bail.
Other arrests: Two other men also were arrested for Megan's Law violations in York County, according to the U.S. marshals. John Frank, 50, and Leroy Hoffman, 43, were taken into custody Friday, according to the release.
On Oct. 25, 2012, Frank was convicted of corruption of minors. He must register as a sex offender for 15 years, officials said. Frank was arrested without incident in the 600 block of East Market Street, the release states.
On Oct. 9, 2000, Hoffman was convicted of indecent assault. He must register as a sex offender for life. Last month, York City Police charged him with failing to register. He was arrested without incident in the 4300 block of Lincoln Highway East, Hellam Township, the release states.
Frank and Hoffman were arraigned Friday night at central booking along with Reaugh. Frank and Hoffman remain in York County Prison in lieu of $20,000 bail each.
