Police say a York City man was found with 91 packets of heroin on him when he was pulled over last Monday night.

Jeffrey Johnson, 34, of 336 S. Pershing Avenue, is charged with possession with intent to deliver, possession of a controlled substance, possession of drug paraphernalia, and summary traffic violations, according to charging documents.

On March 7, a Southwestern Regional Police officer saw a vehicle tailgating another on Lehman Road as both headed toward Stoverstown Road in North Codorus Township, according to police. An officer pulled over the vehicle following too closely and could smell marijuana coming from the vehicle, according to documents.

The driver, Jeffrey Johnson, showed the officer his rental slip for the car and told the officer he did not have a license, police said. Jeffrey was asked why the vehicle smelled like marijuana, and he said he did not smell anything, adding that he had not smoked in years, according to documents.

Police say because of the smell of marijuana, the vehicle was searched and the officer found marijuana shavings in the passenger side door and two roaches in the ashtray between the front seats. After finding that, police searched both men and found a $1,017 in Jeffrey Johnson's front left pocket, according to documents. Jeffrey Johnson told police he was unemployed.

On the inside pocket of Jeffrey Johnson's jacket there was a hole that gave access to the interior lining of the jacket. That's where police say they found two open baggie corners that held a loose, black substance. The substance field tested positive for amphetamines, police said.

The officer asked Jeffrey Johnson to sit in the cruiser and take off his shoes, during which a clear plastic baggie landed on the ground next to his left foot, according to police.

Police say there were nine suspected bundles of heroin inside the baggie. In addition to the bundles, each containing 10 packets, there was a single loose packet of suspected heroin, according to documents.

Jeffrey Johnson remains free on $25,000 bail.
