In his July 15 op-ed, Hector Villagra, executive director of the ACLU of Southern California, "weasel words" the Fourth Amendment as an excuse to justify what led up to the murder of Kathryn Steinle while she was walking with her father. He cites some convoluted interpretation of what constitutes a violation of the Fourth Amendment.

The preamble to the Constitution reads, "We the people of the United States" and goes on to say "secure the blessing of liberty to ourselves and our posterity." Nowhere do I see the Constitution mention that the Fourth Amendment applies to illegal aliens and certainly not illegal aliens with seven felonies who have been deported five times.

"Sanctuary" cities are havens for people coming into the country illegally and there are many violent criminals among them. This is in contrast to proud immigrants who entered properly and want to become citizens. The officials of these "sanctuary" cities are guilty of harboring fugitives and should be prosecuted as such.

The mayor of San Francisco acts like there is nothing he could have done about Lopez-Sanchez murdering Kathryn Steinle. His actions on releasing criminals are to blame for her murder. The improper application of the Fourth Amendment by the mayor and the sheriff cause many of the problems. They try to put all the blame IImmigration and Customs Enforcement.

Kathryn Steinle's father should sue the mayor and the sheriff.
