The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments that were inspected Dec. 5-18.

OUT OF COMPLIANCE

Regular inspections:

Arooga's Grille House and Sports Bar, 375 Eisenhower Dr., Hanover, 10 violations

Action: Violations included meat observed in cooler without covering; food residue and splatter in microwave; old drink residue observed beneath Pepsi machines; clean utensils stored in a wet manner; plumbing system not maintained in good repair; exit door observed with gap; excessive amounts of brown slime-like residue observed inside several drains; static dust accumulation inside cooler; and mops not being hung to air dry.

Note: This is the second time this restaurant has been ruled out of compliance since April 2017.

Dunkin Donuts, 391 Eisenhower Dr., Hanover, 7 violations

Action: Violations included employee's open beverage container observed in prep area; no procedure for employees to follow when responding to event involving vomit or fecal matter discharge; food stored with no covering; food held at improper temperature; and old food residue observed in hand wash sink.

Note: This is the third time this restaurant has been ruled out of compliance since July 2017.

Wrightsville Steam Fire Engine Hose Company, 125 S. Second St., Wrightsville, 6 violations

Action: Violations included two cups filled with water and cigarette butts observed on counter next to stove; food contact surfaces not clean; chemical cleaning agent not properly labeled; and cleaning agent stored in same container with open box of disposable gloves.

New Lucky Seven, 8 Dairyland Square, Red Lion, 12 violations

Action: Violations included person in charge told inspector that some food prep bowls are used 3-4 days without washing or sanitizing; raw chicken and shrimp stored over ready-to-eat food in walk-in refrigerator; improper thawing of frozen shrimp; empty cardboard barrel used as table to hold rice cooker; lids covering food encrusted with heavy, tacky, greasy residue; accumulation of food debris observed on cutting blade; dried food splatter throughout microwave; wet wiping cloths observed in various locations in kitchen; clean utensils stored inside soiled containers; and children's vitamins stored in food prep areas.

Note: This is the second time this restaurant has been ruled out of compliance since December 2015.

Lee's Diner, 4320 W. Market St., 26 violations

Action: Violations included person in charge answered incorrectly to food safety questions; person in charge did not wash hands for adequate amount of time (at least 20 seconds); person in charge wearing watch in kitchen area; severely dented can of spaghetti sauce observed in kitchen; meat stored with no covering; open bag of raw chicken and package of beef patties stored in pooled blood-like liquid; wet wiping cloths not stored in sanitizer solution; various breads and meats stored directly on floor; tea bags stored directly on floor in a wet, unclean area of facility; food held at improper temperature; food not being date marked; soup kept in refrigerator past sell-by date; food residue observed on area around soda machine nozzles; upper interior of ice machine observed with yellow, crusty, slimy build-up; food certificate not posted in public view; waste receptacle filthy and encrusted with old food and liquid spillage; lights not shielded or shatter proof over ice cream cooler; window open in basement office; and working container of WD 40 stored on same shelf with food.

Note: This is the facility's third consecutive inspection ruled out of compliance and 14th time ruled out of compliance since April 2016.
