Fairview Crossroads project bags seven-figure grant
With an 83-acre multi-use complex in the works in Fairview Township, a Florida-based real estate developer now has more than a million dollars in state funding to put toward the project.
Elysian Partners LLC has proposed to build 16 structures on a vacant lot in Fairview Township to create Fairview Crossroads, a complex with multiple warehouses, office buildings, restaurants and hotels.
Fairview Crossroads will be located on the plot of land just west of Interstate 83 between the Pennsylvania Turnpike and the I-83 exit for Lewisberry Road, according to the proposals.
Pennsylvania’s Commonwealth Financing Authority approved $1.2 million in funding for Fairview Crossroads on Tuesday, Nov. 14, using money collected through impact fees on Marcellus Shale gas wells.
The funding for the project was among the 10 largest grants of the 112 approved by the authority through the state’s Multimodal Transportation Fund.
State Rep. Stan Saylor, R-Windsor Township, said Tuesday, Nov. 14, that the grant will be used to build a one-lane roundabout at the intersection of Lewisberry Road, the I-83 South off-ramp and the proposed main entrance for Fairview Crossroads.
“This mixed-use development project will ... feature hotels, casual dining, commercial offices and retail establishments, but most importantly, it will mean jobs for the people of York County,” Saylor said in a news release.
‘Critical’ location: Of the 16 planned buildings, three of the six biggest will be hotels with more than 350 beds, and two industrial sites will take up nearly 100,000 square feet of space on the site.
The plans also include a 58,800-square-foot medical office, an 11,600-square-foot daycare, a gas station and six restaurants, including three drive-thrus.
Sitting near the intersection of two of central Pennsylvania’s most-traveled highways, Fairview Crossroads “is poised to offer the ideal respite for weary travelers crossing the state or visiting the state capital,” a brochure for the complex states.
“Only five minutes from Harrisburg” along two major thoroughfares, the location of the site is “critical” to attracting businesses to fill the complex, Elysian Partners developer Kevin Brown said.
“There are not very many spots where a turnpike and an interstate intersect,” Brown said.
New opportunities: Though the complex and location will be attractive to large corporations with a need for easy access to the interstate system, Elysian Partners is planning to fill some of the industrial spaces with small businesses, Brown said.
“One of the opportunities that we felt was present in the marketplace was that a lot of small business did not have an opportunity to own a space for them to operate,” Brown said.
With a $1.2 million grant to help with the “significant” cost of the Fairview Crossroads project, Brown said Elysian Partners are “happy” and “thankful” that state officials recognized improving the interstate off-ramp is “not just in the interest of our project but Fairview Township, York County and the state.”
Funding is still being put in place for the complex, Brown said, adding the company was uncomfortable sharing the total cost.
Construction of the roundabout and road improvements — the first step of the project — could begin as early as Spring 2019, with buildings going up the next year, Brown said.
“It’s a big project. It’s going to take a number of years,” Brown said.
