The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments that were inspected June 13- July 3.

OUT OF COMPLIANCE

Regular inspections:

New China, 170 Newberry Commons, Newberry Township, 24 violations

Action: Violations included food not being date marked; employee didn't follow proper handwashing procedure; employee observed touching trash can with bare hands and then proceed to prep food; food not properly labeled; plastic bowl without handle used as rice scoop; food stored directly on floor; shelves observed with rust; food peelers stored dirty; accumulation of food debris and grease observed on grill and floor; rear screen door has several holes; personal items stores with food; accumulation of white mold-like residue observed on hood vents; evidence of insect activity with no pest control program; and 20-25 old, decaying roach-like insects observed on floor in storage rooms.

Runway Bar and Grill, 115 Old York Road, New Cumberland, 8 violations

Action: Violations included food not being date marked; raw meat stored above ready-to-eat foods; deli slicer not being cleaned every four hours as required; accumulation of food debris on equipment and floor; and old food residue observed in handwash sink.

Rutter's, 309 Seven Valleys Road, 11 violations

Action: Violations included frozen food stored directly on floor; yogurt cups stored at improper temperature; mold-like substance observed on frozen beverage machine; accumulation of dirt and food residue observed on equipment; clean food equipment stored near handwash sink; accumulation of black mold-like substance on floor drain; and accumulation of grease and static dust observed on hood system.

Fairview Full Gospel Baptist, 465 S. Pine St., York City, 6 violations

Action: Violations included food stored with no covering; food not properly labeled; food held at improper temperature; and flooring in kitchen damaged.

El Casero Restaurant, 350 E. Princess St., York City, 8 violations

Action: Violations included food not properly labeled; wet wiping cloths not stored in sanitizer solution; drinks and seasoning stored directly on floor; old food residue observed in handwash sink; plumbing system not maintained in good repair; and mops not being hung to air dry.

Heritage Hills Golf Resort, 2700 Mount Rose Ave., 21 violations

Action: Violations included container of sanitizer stored on same shelf as food and equipment; food employees observed without proper hair restraints; shelves rusting throughout facility; accumulation of black mold-like substance observed inside ice machines; spillage and drink residue observed on floors of reach-in beer cooler; clean dish racks stored directly on floor; plumbing system not maintained in good repair; side exit door of kitchen has a gap; and fruit flies observed inside alcohol bottle.

Note: This is the second time this facility has been ruled out of compliance since June 2016.

San Carlos, 333 Arsenal Road, 13 violations

Action: Violations included food not being date marked; food manager certificate expired; interior surface of refrigerator equipment is cracked; accumulation of dirt and soil observed under food equipment; plumbing system not maintained in good repair; doors in outside bar have gaps; and ceiling tiles missing in kitchen and storage areas.
