FOOD INSPECTIONS: 5 out of compliance
The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.
Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.
Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.
Below is a list of establishments that were inspected March 7-13.
OUT OF COMPLIANCE
Dawn's Cafe, 532 Baltimore St., Hanover, 10 violations
Action: Violations included food not being date marked; bags of raw chicken stored on top of beer kegs; slicer, microwave and toaster observed with encrusted food; sides and bottom of fryers observed with encrusted grease and soil; keg observed with accumulation of dirt and soil; entrance door observed with gap; flooring underneath fryers extremely dirty; ceiling vents observed with large accumulation of static dust; and 20-50 rodent droppings found inside kitchen area.
McDonald's, 4015 E. Market St., 6 violations
Action: Violations included person in charge answered incorrectly to food safety questions; condensate observed dripping on uncovered pancakes and salads in to-go containers; wet wiping cloths not stored in sanitizer solution; time being used in lieu of temperature to control ready-to-eat foods; food residue and mold-like substances observed on beverage dispensing nozzles; and cupboard in customer self-serve beverage station observed with accumulation of dirt and soil.
Olive Garden, 10 Wilson Dr., Hanover, 3 violations
Action: Violations included inside of beer taps observed heavily soiled with a slimy brownish residue; inside of salad and storage plate refrigerator observed with large accumulation of old food debris; and numerous ceiling vents within kitchen and bar areas soiled with large accumulation of static dust.
No. 1 Szechuan, 639 Lombard St., Red Lion, 15 violations
Action: Violations included wet wiping cloths stored in sanitizer solution at toxic level; prescription medicine stored on shelving above bain marie unit; employee's open beverage container observed on shelving above bain marie unit; bowls being used as scoops and stored directly in food; wired metal shelving inside walk-in refrigerator has paint that is wearing off; metal pots observed dented and plastic containers observed cracked or broken; condensate drain line plumbed directly into plastic container; single-use storage containers being re-used; large pot dented severely enough that is can't be properly cleaned; dried carrot debris observed on cutting blade; food spillage observed under refrigerated cabinet; moist and soiled wiping cloths observed in various locations throughout kitchen; clean pans and colanders stored in wet manner; and excessive clutter in certain areas of the kitchen.
Note: This is the second time this restaurant has been ruled out of compliance since February 2015.
Rutter's, 2345 Carlisle Road, 10 violations
Action: Violations included ice cream observed covered with extreme amount of frozen liquid condensate; candy display cases stored directly on floor; packaged sandwiches and subs stored at improper temperature; exterior of retail freezer doors observed with accumulation of ice and mold-like substance; loose or broken door hinges observed on waste receptacle cupboard door; soda and frozen beverage nozzles observed with black, pink, slimy, mold-like residue; old food residue observed in hand washing sink; cracked wall in women's restroom; and accumulation of static dust on fan guards in walk-in cooler.
