FOOD INSPECTIONS: 3 ruled out of compliance

- Wellsville Elementary ruled out because hot water heater not functioning.
The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.
Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.
Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.
Below is a list of establishments that were inspected Sept. 27- Oct. 3.
OUT OF COMPLIANCE

Dunkin Donuts, 3103 Cape Horn Road, Red Lion, 7 violations
Action: Violations included employees on duty were not aware of major allergens or reportable illnesses; food employees observed working with bracelets and rings; refrigerator door handles are sticky; plastic ice cream lids cracked; in-use sandwich cutting knife observed soiled; dried milk residue observed on espresso machine; coffee spillage and flavored syrup observed on counter tops; and sticky floors in restrooms.
Wellsville Elementary, 96 Zeigler Road, Wellsville, 3 violations
Action: Violations included no available sanitizer test strips; hot water heater not functioning properly; and handwash sinks have no hot water.
Chuck E. Cheese, 2801 E. Market St., 22 violations
Action: Violations included furniture polish and hand sanitizer stored above pizza cutting table; manager did not know if a certified food employee was on staff; food certificate not posted in place conspicuous for public viewing; food employees observed without proper hair restraints; pizzas held at improper temperature; time used in lieu of temperature to control ready-to-eat foods; paint chipping off walls in walk-in coolers; rubber handle on cutting knife deformed; sanitizer test strips providing inaccurate readings; counter top cracked and repaired with tape; table-mounted can opener observed with dried food residue; soda machine dispensing nozzles observed with black mold-like residue; walls in kitchen not cleaned frequently enough; employee observed washing knives and spice shakers in food prep sink; ice bucket and food pans stored directly on flood; old food residue observed in hand wash sink; plumbing system not maintained in good repair; four empty soda syrup bags on floor near ice machine; ladies room wall is cracked; lights not shielded or shatter proof; and accumulation of static dust on fan guards in walk-in cooler.
