FOOD INSPECTIONS: 2 York County establishments out of compliance
- Moe's, with 10 violations including sanitizer bucket touching tortillas and lids stored in register.
- Dunkin Donuts/Baskin Robbins, with 9 violations including no one in charge present for inspection.
The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.
Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.
Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.
Below is a list of establishments that were inspected July 13-19.

Action: Violations included working bucket of sanitizer stored on same shelf with and touching tortillas on food prep line; employee observed leaving food line, hugging customer and returning to food line without proper hand wash; food employees observed without proper hair restraints; cases and bags of food observed stored in dishwashing area; rice cooker on shelf lined with cardboard; not enough drainboards, utensil racks or tables to store soiled items before cleaning; clean food pans stored wet; single-use fountain soda cup lids stored in register and directly on floor; old food residue and used paper towels observed in hand wash sinks; and mops not being hung to air dry.
Dunkin Donuts/Baskin Robbins, 1015 Mt. Rose Ave., 9 violations
Action: Violations included no person in charge present upon food inspector's arrival; ice scoop stored directly on top of ice machine; old sticker residue observed on food contact surfaces; icing debris observed in doughnut icing station; ice cream residue observed under storage unit; dried food debris observed on knife stored as clean; soiled drink mixing spoons observed on countertop and inside cups on countertop; blender stored directly under paper towel dispenser; wet wiping cloths observed in hand wash sink; leaking waste water drain line in restroom; and paper towel dispenser empty at hand wash sink.
