FOOD INSPECTIONS: 1 York County establishment out of compliance
- Lee's Diner, in W. Manchester Twp., is ruled out compliance for the fourth time since March 2105.
- Among 21 violations: potatoes stored in "puddled liquid waste" and "potential rodent harborage."
The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.
Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.
Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.
Below is a list of establishments that were inspected April 27- May 3.

Action: Violations included food employee wearing gloves without prior hand wash; food employee observed without proper hair restraints; white and sweet potatoes observed stored in puddled liquid waste in back porch storage area; raw chicken stored above and beside ready-to-eat foods in refrigerator; multiple thermometers observed unclean; white and sweet potatoes stored directly on floor; unwrapped frozen vegetables, meats and other foods stored directly on floor in walk-in freezer; foods observed uncovered laying on frozen brown and orange unidentifiable liquid covering floor in walk-in freezer; ham steaks held at improper temperature; chicken and tuna salads held longer than allowed and not being date marked; time being used instead of temperature to control previously cooked breakfast sausage crumbles; divider between upper and lower refrigeration units made of untreated wood; handle broken off refrigerator; thermometers not properly calibrated; interior ceiling of microwaves observed with food residue; interior floor of cooling units observed with food residue; outside and lid of most food containers observed with old stickers and food residue; non-food contact surfaces not cleaned frequently enough; water pressure at inadequate level; old food residue and dishes observed in hand wash sink; indoor waste storage area not separate from food or equipment; rear exit door is being propped open; basement and back porch storage areas extremely dirty and dusty; and potential rodent harborage areas inside food facility observed in basement due to excessibe debris.
Note: This is the fourth time this restaurant has been ruled out of compliance since March 2015.
