The state Department of Agriculture conducts annual inspections of food-serving businesses to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.

Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, employee hygiene and issues with chemicals and how they're handled.

Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.

Below is a list of establishments that were inspected March 2-8.

OUT OF COMPLIANCE

Regular inspections:

Aki Japanese Restaurant, 1150 Carlisle St., Hanover, 18 violations

Action: Violations included person in charge not available during inspections; no standards for checking pH meter; heavy grease residue found under grill; frozen chicken stored in grocery bags on floor in walk-in freezer; plastic cups inside dry ingredient bins; wet wiping cloths observed in kitchen not in sanitizer solution; consumer advisory not printed on sushi menu; dry food debris observed inside rubber door gaskets at multiple cooling units; knife observed were dry food residue; ice machine observed with hard black residue; rice steamer lid, tongs and containers stored improperly; no sign at hand wash sink reminding food employees to wash hands; paper towel dispenser empty inside employee restroom; several ceiling tiles missing in water heater area; hood vents and suppression lines observed heavily soiled with grease; plumbing system not maintained in good repair; large structural gap on top of screen door; mops not being hung to air dry; and facility does not have procedure for employees to follow when responding to event involving vomit or fecal matter discharge.

Al's Pizza and Subs, 6 Tristan Dr., Dillsburg, 9 violations

Action: Violations included two bottled of LCD screen cleaner observed stored on shelf with cups and plates; no available sanitizer test strips; concentration of sanitizer buckets at improper levels; dried food residue observed on deli slicer; bottom compartment of baine marie in kitchen has standing water; soap not available at hand wash sink; several spray bottles of cleaner observed with no label; and accumulation of static dust observed in vent above dishwasher.

Note: This is the fourth time this restaurant has been ruled out of compliance since May 2014.

Texas Roadhouse, 179 Eisenhower Dr., Hanover, 17 violations

Action: Violations included foam insulation used as cushion at meat display counter shows dry-rotting directly above raw steaks; loose caulking found inside several hoods above open containers of food; dish machine is inoperable with water flooding onto floor; baby oil, a non-food-grade chemical hazard, found at food prep and storage area which manager indicated is used to make stainless steel shiny; box of shrimp stored directly over clean glassware in walk-in cooler; raw shell eggs stored over ready-to-eat foods; wet wiping cloths in food prep areas not stored in sanitizer solution; improper temperature in warewashing equipment; glassware not sanitizing inside bar glass tender; thick brown slime deposit observed inside bar glass tender door; clean food equipment observed stored in improper manner; grease receptacle not properly cleaned or discarded; black caulking found at sink wall in rear of kitchen; several paper towel dispensers empty at hand wash stations; old food residue observed in several hand wash sinks; one soda gun reservoir had no drain line in bar area; and heavy static dust observed in air ducts over food prep areas.

Weis Markets, 860 Carlisle St., Hanover, 6 violations

Action: Violations included breakfast biscuit sandwiches held at improper temperature; ammonia concentration levels too low in warewashing sinks; black and pink slime residue observed on Pepsi ice shoot; freezer temperature measuring device inaccurate; paper towel dispenser at deli needs new batteries; and fryer hood inside deli observed with heavy grease.

Hanover Best Wok, 443 Eisenhower Dr., Hanover, 14 violations

Action: Violations included food scraps found on shelves inside walk-in cooler above tubs of food; vinyl curtains at walk-in cooler are cracked, split and mold-ridden; hot foods on buffet held at improper temperature; black slime found inside dish machine drain that was leading into food basket; shelving rack inside walk-in cooler observed with accumulation of dirt and food residue; loose dry-rotted caulking found above food prep area; several hinges at buffet line were loose; hinge broken on bain marie food cooler; black mold-like residues observed inside walk-in cooler door, walls and ceiling; open sewer drain found at floor; hand wash sink for employees not easily accessible; plumbing system not maintained in good repair; soda drain line not draining properly; and facility does not have procedure for employees to follow when responding to event involving vomit or fecal matter discharge.

Note: This is the fifth time this restaurant has been ruled out of compliance since May 2014.
