West York Borough Police Chief Justin Seibel is no longer running the department, at least for now.

He has been placed on paid administrative leave, Council President Shawn Mauck confirmed Tuesday to The York Dispatch.

Mauck declined comment as to why Seibel was put on leave, and Seibel did not return a phone message seeking comment Tuesday.

Part-time West York Officer Matthew Millsaps has been named acting chief, Millsaps confirmed.

"This past Saturday I was appointed acting chief for an indefinite period of time," Millsaps said. "I was asked if I would be willing to accept the appointment until further notice. ... It could be two weeks, two months or two years. There's not a time frame established."

Millsaps said he could not discuss Seibel's situation because it's a personnel issue.

In addition to Seibel, West York Mayor Charles Wasko, borough manager Melissa Wirls and borough Councilwoman Shelley Metzler all failed to return phone messages seeking comment.

Councilman Brian Wilson referred comment to Mauck.

About Millsaps: Millsaps, 41, of Conewago Township, has been a part-time West York police officer since 2006, he said.

That was also the same year he took a full-time position with the U.S. Department of Defense, he said.

Before that, Millsaps was a York County detective from 2002 to 2006, and he worked as an officer for Newberry Township Police from 2000 to 2002, he said.

"There's a soft spot in my heart for West York and has been since I moved up here," he said. "It's a great community for families."

Millsaps said he sees his temporary acting-chief assignment as a challenging opportunity.

"I'm excited that I have a vote of confidence from West York (officials) to act in this role," he said.

Millsaps said in addition to ensuring the safety of residents, visitors and businesses, he plans to focus on enhancing the police department's relationship with the community it serves.
