In a 6-1 vote, the Central York school board approved a proposed final budget Monday that includes a tax increase of 2.6 percent.

If the board approves a final budget with that increase, the property tax will increase to 18.2 mills, which will mean an increase of $75.70 on the average property in the district, according to board documents.

The proposed budget is balanced, said Brent Kessler, district business manager. That means the district will not need to use any of its existing general fund balance to fill a deficit.

The administration sent out a survey for district staff members, asking for suggestions for budget cuts that could save the district money. Board member Robert Weikert asked if any of those suggestions could reduce the budget.

"There are some items," said superintendent Michael Snell. "But they're items we've already considered or already completed."

Board member Eric Wolfgang reminded the board that nothing is guaranteed from the state until the state budget is passed. Wolfgang said that last year, the board was stuck with a $350,000 deficit it didn't anticipate because of a state funding cut. He added he doesn't like a tax hike, but a revenue increase could help with any cuts the state could make.

"It's been eerily quiet from the state, and that scares me," he said.

Board president Michael Wagner said the board is approving the expenditures this month, but this does not include a set tax rate.

"At this point, there is no tax increase," Wagner said. "That's something nine of us will approve in June."

Board member Michael Snyder said that seemed backward to him, saying that idea was like buying a car and then going home to figure out how to pay for the purchase.

Snyder said he did not support the budget because the district spends money on technology while not replacing teachers who have retired, among other reasons.

The budget does not include any program or staff cuts. It does include a $700,000 transfer to the capital reserve fund, which will help to fund projects across the district. One of those projects will be to replace the roof at the middle school, which has an estimated cost of $354,637.

The board is scheduled to vote on the final budget at its meeting June 16.
