WILKES-BARRE, Pa.—Lawyers for a federal inmate charged with killing a guard at a northeastern Pennsylvania prison say the U.S. Bureau of Prisons shares blame in his death.

The Citizens' Voice newspaper (http://bit.ly/1kcgf6d) reports that attorneys James Swetz and Mark Fleming say the agency's policies and negligence were "substantial factors" in the death of guard Eric Williams at the Canaan penitentiary in Wayne County. They made the allegation in a court filing that demanded prosecutors turn over evidence and documents about internal prison procedures.

Authorities allege that Jessie Con-ui stabbed Williams on Feb. 25 in a premeditated attack at the prison in Waymart.

The suspect's lawyers also demanded a federal investigation into who provided confidential material to The Citizens' Voice, which has reported extensively on the killing.
