TOBYHANNA, Pa.—Police say the driver of a commuter van has been charged with homicide by vehicle and other counts in a crash on a northeastern Pennsylvania interstate that left one dead and 15 injured.

It happened around 8 p.m. Tuesday on Interstate 380 near Tobyhanna. Authorities say an icy rain was falling at the time.

The Pocono Record reports ( http://bit.ly/Z22sT0) 22-year-old Brooklyn resident Jiayuan Liang was driving from New York City to Binghamton, N.Y., when he lost control and hit a median. The van rolled over and hit a tree, trapping several passengers.

Police say charges against him include aggravated assault by vehicle and homicide by vehicle; a telephone listing for him could not immediately be located.

No one answered the telephone Friday at the company that operated the van, Syracuse-based Universal Bus Travel Inc.
