Thomas Ambrosia and his brother, Albert Ambrosia, were charged with running a kennel without a license; failing to get dog licenses; and failing to get rabies shots for their pets.
Thomas Ambrosia tells the Press Enterprise newspaper ( http://bit.ly/14GeRRG) in Bloomsburg that he intends to fight the charges.
The brothers could have avoided prosecution by giving away some dogs, but they declined. Owners need a kennel license to keep more than 25 dogs.
The brothers pleaded guilty to animal cruelty last year after 185 Chihuahuas were seized from their home in Benton, about 110 miles northwest of Philadelphia.
