The state Department of Environmental Protection says investigators followed a trail of ink on the highway from a house on the creek in Connellsville Township, Fayette County to an envelope printing plant.
Officials say the plant had contracted with the homeowner to dispose of the ink. Some of the ink escaped and turned the creek an unnaturally blue hue in November.
DEP spokesman John Poister tells the Pittsburgh Tribune-Review ( http://bit.ly/11wbiN6) the plant was issued a violation notice for failing to properly dispose of the ink, which contains lead and other toxic substances. Poister says the DEP is monitoring the creek for environmental damage.
