Mayor Michael Nutter told reporters Sunday evening that all city offices will be closed for business, with only essential workers reporting for duty.
Nutter says the storm will bring high winds and heavy rains, and power outages and flooding along the Schuylkill and Delaware rivers are expected.
The city's transit system is shutting down after competing Sunday's runs, and will be closed all day Monday—including subways, buses, trolleys and regional rail.
Public schools and many suburban schools will be closed Monday. Philadelphia Catholic schools, the University of Pennsylvania, and other Philadelphia-area universities have canceled classes both Monday and Tuesday.
