Pike County prosecutors say 48-year-old Philip Cise of Dover, N.J., didn't have a prescription for two painkillers he took shortly before the July 14 crash that killed 20-year-old Gabrielle Reuveni.
Investigators say a witness saw Cise swerve and hit the Paramus, N.J. woman while she went jogging during a family vacation in Palmyra Township.
Cise is being held in New Jersey on charges related to a crash there a day later. It's not clear if he has an attorney.
Cise had been arrested earlier in July after police said he threatened a person with an ax.
Reuveni was a junior at Washington University in St. Louis.
