The Allegheny County Medical Examiner identified the woman as 18-year-old Sara Glaser, of Pittsburgh.
Police began following the vehicle when it pulled onto Liberty Avenue in the city's Lawrenceville section without headlights about 3:30 a.m. The woman refused to pull over the car, which was reported stolen earlier from McCandless Township, a suburb north of the city.
Instead, police say the woman sped away and wound up crashing into the back of a stopped garbage truck.
Online court records show Glaser had been arrested for robbery and burglary in recent months, before those charges were either withdrawn or dismissed at the district judge level.
Police say Glaser may have known the woman who reported the car stolen.
