BUTLER, Pa.—A federal judge has dismissed civil rights claims filed by a western Pennsylvania man who contends a dozen state troopers at one western Pennsylvania barracks began harassing him after one of the troopers began having an affair with the man's estranged wife.

U.S. District Judge Terry McVerry found that the troopers' alleged actions didn't violate the rights of 53-year-old Richard "Dicky" Myers Jr., of Templeton, and that his claims went beyond a two-year statute of limitations.

State police have not commented on the lawsuit against Trooper Brian Shaffer and 11 other troopers who work in Butler County.

Myers claimed he had been falsely arrested since 2008, including once when police claimed he violated a protection from abuse order by showing up at a 2009 hearing to contest the order. A judge found Myers not guilty.
