Delaware County officials say both men were returned to custody within 12 hours of their release but did not discuss the circumstances of how they were released.
One of those inmates, Richard Dwayne Smith, tells The Philadelphia Inquirer ( http://bit.ly/Plu2GQ) he was jailed on a DUI parole violation when he was turned loose on June 7. He says he told prison officials processing his release that he was not supposed to be set free.
The other inmate was jailed on drug possession charges.
At least seven inmates were released from the prison in 2010 because of paperwork problems or mistaken identities.
