At the start of the hearing Tuesday solicitor Paul Kelly said he would need more time to gather records requested by unions seeking to hold the mayor in contempt for cutting the wages of nearly 400 workers earlier this month.
Lackawanna County Court Judge Michael Barrasse said the hearing would continue next week and ordered Mayor Chris Doherty and council members to attend.
Doherty cut pay in workers' July 6 checks, saying the city couldn't meet full payroll. He and council are battling over what to do about the city's finances.
