The York Dispatch ( http://bit.ly/L0a5sx) says the panel will begin a second day of deliberations Wednesday.
Prosecutors say the 62-year-old Stetler participated in a scheme by fellow House Democratic leaders to illegally use public employees to do campaign work. The defense says Stetler avoided any illegal activity and should not be punished for associating with ex-lawmakers who were convicted.
Stetler represented a York County legislative district for 16 years and chaired the House Democratic Policy Committee during the 2004-06 period at issue in the trial. He also served as state revenue secretary under Gov. Ed Rendell.
He has pleaded not guilty to counts including theft, conspiracy and conflict of interest.
