The parks are in Buffalo and Jefferson townships in Butler County, about 25 miles northeast of Pittsburgh.
Officials believe the rocks were used to weight down the fliers and make them easier to distribute, not to purposely cause damage.
The fliers invited people to visit a web site or call a toll-free number to join the Traditionalist American Knights of the Ku Klux Klan.
The group's Imperial Wizard, Frank Ancona, of Park Hills, Mo., tells The Associated Press on Thursday that he can't say whether the group or just somebody sympathetic with its views distributed the fliers, calling that "an organizational secret."
