Donald Orr isn't commenting on his resignation Tuesday as warden of the Bedford County Jail, about 85 miles southeast of Pittsburgh.
He had been on paid suspension since May 17 for an incident three days earlier that county commissioners are calling a "personnel" matter.
County Commissioners Chairman Kirt Morris says the matter wasn't criminal and that the county's internal investigation was almost complete when Orr, instead, resigned.
Orr had been warden since February 2010.
Because the matter pertains to personnel, county officials say they may not release a public explanation of their investigation or Orr's resignation.
