Twenty-five-year-old David Kipp alleges that he was beaten by two guards in October 2010 while another guard stood lookout outside his cell.
Kipp argued in a civil rights lawsuit that former warden Ramon Rustin knew or should have known of previous attacks by guards on inmates, but U.S. District Judge Terrence McVerry said Friday that there was no corroboration for that accusation.
Kipp also alleged that the county limited the number of inmates transported to hospitals, but the judge called that "bald assertions unsupported by any facts."
The three guards were fired. One, Arii Metz, was charged in federal court with civil rights violations.
