The July 8 York Dispatch has two startling articles on the same page.

One is about a person who is charged with their 12th DUI, the other is about two men being arrested, one with 28 prior retail theft convictions and the other with 15 prior retail theft convictions.

My first thought is anger that these people are out on the street and not locked up behind bars. What does it take to get locked up on a DUI? And how many thefts does it take, until the robbery gets out of hand and someone gets injured or killed?

There are two sides to every story, so I ask District Attorney Tom Kearney to explain to the citizens of York County, perhaps in a future op-ed, how such repeat offenders can be out doing these crimes over and over and over again.
