West Manchester Township supervisors heeded the township manager's recommendation Thursday night and will not submit a proposal to provide police services to neighboring West York.
"I just don't feel we could put in a competitive bid," Kelly Kelch, the township manager, told supervisors before they made their decision.
That doubt came after Kelch met with township police command staff. Officials came to the conclusion that West Manchester would have to hire seven to eight additional officers to its roster of 24 to 25 officers, Kelch said.
The township would also have to expand its station at a cost to the township, he said.
Proposal requests: In early February, the majority of West York council members approved sending letters to five area police departments, requesting proposals for service through the end of the year.
Of those police departments -- York City, West Manchester Township, Spring Garden Township, York Area Regional and Northern York County Regional -- two have said they will send proposals to the borough.
Officials with York City and Northern York County Regional have said they will submit proposals to the borough when the council meets again Monday night, which is the deadline to submit proposals.
West Manchester joined York Area Regional and Spring Garden in opting not to provide services to the borough.
Previously, Kelch said the township would require a 10-year commitment on the borough's part if the township were to have provided
services to insure that it's profitable for the township.
The borough department consists of nine full-time patrolmen, including its chief, and two part-time patrolmen who work 12-hour shifts. The full-service department provides 24-hour-a-day service.
Meeting: Supervisors Rosa Hickey and David Markel said during the meeting they were appreciative of the opportunity, but agreed with Kelch's recommendation.
Supervisor Steve Harlacher was not present at the meeting.
The next West York council meeting will be held at 6 p.m. Monday at the municipal building, 1700 W. Philadelphia St.
