Northern York County Regional Police have charged a Franklin County man in connection with an alleged home improvement fraud in Manchester Township.
Ryan Lee Noll, 37, of Waynesboro is charged with theft by deception, receiving stolen property, deceptive or fraudulent business practices and home improvement fraud, according to police.
In October, an owner of a home in the 2400 Hepplewhite Drive in Manchester Township contracted Noll to install a fence around a swimming pool and paid for half of the $3,800 cost up front, police said.
The remaining half was to be paid to Noll once he completed the work. However, police allege that Noll never started the project and failed to return the money to the homeowner.
