An observant witness followed two man believed to have committed a robbery in West Manchester Township until police were able to apprehend them.

While not charged with robbery, the two men, Aaron Eugene Bailey, 30, of Spring Grove and Kenneth Robert Gordon, 30, of no fixed address, are each charged with retail theft, according to West Manchester Township Police.

The witness saw one of the men involved in a scuffle with another man outside Wal-Mart at the West Manchester Mall get into a car and flee about 3:30 p.m. Tuesday, police said. Thinking it was a robbery, the witness called 911 and followed the car east on Route 30 into Springettsbury Township, police said.

Springettsbury Township Police stopped the car at North Hills Road and arrested Bailey and Gordon, police said.

West Manchester Police determined that Gordon and Bailey didn't rob anyone but did allegedly steal $392 worth of DVDs from Wal-Mart. A customer, who was involved in the scuffle, attempted to stop the men from leaving the parking lot.

Bailey is charged with retail theft and conspiracy to commit retail theft. Bail was set at $7,500.

Gordon is charged with retail theft and possession of drug paraphernalia. He is also charged with burglary, criminal trespass, theft and receiving stolen property for the Oct. 20 burglary of the Stoverstown Sportsman's Association in North Codorus Township in which an impact wrench was stolen from a building, police said.

Combined bail was set at $12,000.
