The results of the 2011-12 state tests have been released.
Central, Eastern, Northern, South Eastern, South Western, Southern, Spring Grove and York Suburban made overall state standards on the Pennsylvania System of School Assessment exams.
Dallastown, Dover, Hanover Public, Northeastern, Red Lion, West Shore and West York missed making adequate yearly progress for the first time in recent years, while York City missed it for the ninth year in a row.
Department of Education Secretary Ronald Tomalis said statewide, one in four students did not meet proficiency marks in reading and math; proficiency means a student can do grade-level work.
"That's an unacceptable (performance)," Tomalis said.
Tomalis said math, reading and writing PSSA scores overall are down slightly. He attributed it in part to investigations of more than 100 school districts of their "integrity" in submitting tests. There were issues with erasure marks and other abnormalities, Tomalis said, with some districts.
"Now scores have gone down. We hit the reset button on student performance," Tomalis said. "We can't go back and see when the cheating started, how it started, and what year."
Reaction:Dallastown Area School District, had met standards for several years until this past year, had problems at the secondary level.
"I was hoping we'd maintain AYP for our district. I'm not happy," said Superintendent Ron Dyer.
Dyer said the high school has been focusing on the Keystone Exams, which are the state's replacement for the 11th grade PSSA starting this school year. The exams were in a pilot phase last year.
Unlike the end-of-year style PSSAs, the Keystones are end-of-course exams. Trying to juggle both in the past year has caused some preparation issues, Dyer and other superintendents have said. Most York County high schools did not meet state standards.
York City Superintendent Deborah Wortham said she was thrilled McKinley Elementary made AYP again, getting it off of the warning list. And Devers Elementary made AYP for the first time in about six years, she said.
"The strategies we put in place last year are sustainable. We can do it again," Wortham said of McKinley.
Still, the rest of the district did not make AYP. Wortham, though, said she chooses to "look under the hood" of data. There were spots of improvement around the district, particularly in math, she said.
"It's not the whole engine that has to be replaced," she said.
The district's new K-8 model, replacing the elementary and middle school model, should help continue progress, she added.
