A Dover Township man allegedly started to masturbate while in the shoe section of a West Manchester Township department store Sunday.

Donald Ray Forbes Jr., 50, of the 6200 block of Celine Drive is charged with indecent exposure, open lewdness and disorderly conduct. He is free on $10,000 bail.

Forbes was peering over a shelf at a woman in her 20s, who had an infant with her, when he pulled his penis from his pants and started to stroke it while in Kohl's at the West Manchester Mall about 11:10 a.m., according to his court documents.

Other shoppers entered the shoe section, and Forbes stopped what he was doing, documents state.

When the woman left the shoe section, Forbes selected a pair of shoes and followed her to a cash register, where he stood behind her in line, documents state.

A security officer saw the incident unfold on closed-circuit television and alerted police.

An officer spotted Forbes in the mall and placed him under arrest.
