The state's Department of Agriculture conducts yearly inspections of food-serving establishments to ensure public safety and safe food-handling practices. Schools are inspected twice per year, according to the Bureau of Food Safety and Laboratories.
Whether an establishment is considered compliant or non-compliant is the discretion of the inspector. There are, however, several violations for which inspectors should automatically consider establishments non-compliant. Called "critical violations," they include food temperature issues, issues with chemicals and how they're handled, and employee hygiene.
Depending on the severity of the situation, inspectors and their supervisors could file citations or close an establishment.
Below is a list of establishments listed for inspections conducted March 26-30.
OUT OF COMPLIANCE
Bill Bateman's Bistro, 1418 Baltimore St., Hanover.
Action: Violations included a food employee touching shredded lettuce and sliced tomatoes with bare hands, cracked or broken plastic food containers, two refrigeration units not in proper working order, can opener with dried food residue on the blade, old sticker residue on food storage containers, slicer with dried food residue on blade and surrounding parts, soda nozzle with buildup of syrup, dried food splatters on interior portions of microwave oven, dirty hood filters, and clean dish racks stored on the floor in ware-wash area.
Comment: A corporate spokesman did not respond to a request for comment before press time.

Paradise Pizza Express, 4265 N. Susquehanna Trail, York.
Action: Violations included storing cleaner above or on the same shelf with food or related equipment, sanitizer level greater than regulation, a food handler not wearing a hair restraint, food held at 46 degrees rather than 41 degrees, no written procedures or documentation to verify disposition of stored food, deeply scored cutting boards not resurfaced or discarded as required, to-go items stored food-side-up, folded pizza boxes stored directly on the floor, and walk-in fan covers with an accumulation of static dust.
Comment: Shop owner Marshall Busser said the shop has already passed a follow-up inspection and is in compliance.
The cooler holding the improper temperature was accidentally pushed against a wall when someone was cleaning, so it had no circulation. The problem was corrected when the inspector was on site, and the temperature started falling immediately, he said.
The person who was not wearing a hair restraint was actually a delivery driver, not an employee, and he was bald, Busser said.
All of the other violations were corrected, he said.
"The worst thing was the cooler, but that just happened to freeze up the past day," he said.

Parma Pizza and Grill, 1041 Haines Road, York.
Action: Violations included improper concentration of chlorine sanitizer, a food handler not wearing hair restraint, raw hamburgers stored over ready-to-eat beef, no written procedures or documentation to verify age of food, a piece of cardboard being used as a weather strip on the bottom of the walk-in door, food thermometer not scaled, no available chlorine sanitizer test strips or test kit to determine appropriate sanitizer concentration, dirty can-opener and thermometer, plumbing system not maintained in good repair at the three compartment sink (makeshift faucet held together with duct tape and water leaking under the sink), lights not shielded or shatterproof over the cold bar area, and the facility needs to train or hire a safety certified supervisory employee.
Comment: A manager who refused to provide his name said there was a mistake, that Parma passed its inspection and the inspector said Parma "is the cleanest place in town."
