The Susquehanna Area Regional Airport Authority is among several organizations and communities affected by sequestration.

The authority announced Wednesday it has filed a petition for review, and other related actions, in response to the Federal Aviation Administration's decision to close the contract control tower at Capital City Airport on June 15.

The control tower at the New Cumberland airport is among 149 air traffic control towers that will close in June, the FAA announced last month.

"While we understand and support the fact that the federal government needs to reduce spending and become more efficient, the arbitrary decisions made by the FAA regarding this issue are difficult to understand," said Tim Edwards, executive director of the SARAA.

SARAA is the governing authority of Capital City, Harrisburg International, Gettysburg Regional and Franklin County Regional airports.

"By taking this action today and joining forces with other airports nationwide, we are hopeful that thorough and fact-based review can be conducted in the near future," Edwards said.

Impact: The closure at Capital City Airport could also impact operations at Harrisburg International, a spokesman said.

The airports are two miles apart, and their control towers coordinate the flight activity between them, said Scott Miller, SARAA spokesman.

Despite any change, pilots will still be able to fly safely, having been trained to fly in and out of uncontrolled airports, he said.

But changes are causing some setbacks at airports across the country. There were more than 1,200 flight delays on Monday due to sequester cuts, according to an FAA news release.

Most of those delays were reported at large airports in Dallas, Las Vegas, Los Angeles and New York, the agency said.

It's the small airports, however, that are paying the biggest price, according to some U.S. congressmen.

Last week, Reps. Bruce Braley, D-Iowa, Rep. Tom Cotton, R-Ark., and Richard Hudson, R-N.C., introduced the Air Traffic Control Tower Funding Restoration Act.

"The FAA's decision places the burden of the closures on small cities and rural communities across the country," Braley said.

The Senate is also expected to introduce bipartisan legislation to block the closures caused by sequestration.

The cuts: Sequestration is forcing the FAA to slash $637 million from its budget. The closure of 149 control towers is expected to cut $30 to $40 million, according to the White House.

Closures were originally slated for April 7, but the FAA announced in March it would delay the shutdowns until June 15.

In addition to Capital City, other Pennsylvania control towers expected to close include those at Lancaster Airport and Arnold Palmer Regional Airport in Latrobe.
