Already charged in the York County of Common Pleas on child pornography and related charges, a former Dover music teacher now faces similar charges in federal court.

A grand jury on Wednesday indicted 47-year-old Matthew B. Puterbaugh on three child porn charges, according to the U.S. Attorney's Office in Harrisburg.

The federal and local charges stem from an investigation by Northern York County Regional Police that led authorities to thousands of images of child porn Puterbaugh, of 1000 Conewago Road in Dover Township, allegedly had on his home computers, federal officials say.

Puterbaugh had been on unpaid leave since allegations that he inappropriately touched a female student came to light earlier this year. Earlier this week, the school board voted to fire from his job as a music teacher and band director at the intermediate school.

Local charges: In March, police filed 661 counts of possession of child pornography against Puterbaugh, which in May were amended to seven counts, all third-degree felonies, according to court records.

Police also allege Puterbaugh had sex with a female student multiple times. The relationship started when the girl was 12 and Puterbaugh was her fourth-grade music teacher.

It ended when she was 16, according to testimony from a preliminary hearing.

In that case, Puterbaugh is charged with statutory sexual assault, aggravated indecent assault, corruption of minors and indecent assault.

Thirteen other young women testified Puterbaugh either touched them or videotaped them without their permission.


At least four girls also said Puterbaugh touched their thighs, shoulders and buttocks during class time.

For those allegations, he is charged with numerous offenses including invasion of privacy, intercepting communications and corruption of minors.

Status: A trial date for Puterbaugh to answer to charges filed in the county has not bet set.

He is being detained by federal officials until a detention hearing is held. Court records do not list a date for that hearing.

Puterbaugh faces 20 to 70 years in prison if convicted on the federal charges, the attorney's office says.

When a defendant is charged in both county and federal courts for the same crime, the county charges are usually withdrawn after the federal case is resolved.

An attorney representing Puterbaugh in the county cases could not be reach for comment.
