York City Police have identified the man shot as Dontay Lowrie.
He was found in the 300 block of North Beaver Street suffering from multiple gunshot wounds, according to a news release from city police.
Police have arrested one man in connection with the shooting.
Juan Abel Santiago, 20, is charged with reckless endangerment, firearms violations, possession with intent to deliver cocaine and criminal trespass, police said.
Officers also confiscated a sawed-off shotgun, a revolver and ammunition when they served search warrants at two houses in the city, police said.
A person shot in the neck Thursday afternoon in York City appears to have been targeted, York City Police Chief Wes Kahley said.
The chief said he does not know the extent of the victim's injuries.
It happened about 1 p.m. on Hamilton Avenue, just off the 300 block of North Beaver Street.
The male victim was taken to York Hospital by ambulance and initially was reported to be in serious condition, Kahley said.
"We're still trying to piece everything together," he said. "We have some people we took in (to the station) for questioning."
Kahley said detectives found spent shell casings and a weapon at the crime scene.
Gun found: Officers were seen retrieving a handgun from the area.
Multiple shots were fired, according to police.
Kahley said detectives are still determining whether there was more than one shooter.
He confirmed a man seen running into a nearby home was taken to the police station.
It is not yet known whether he was involved, but it is believed he was at least present at the shooting, according to the chief.
Several witnesses also were being questioned Thursday afternoon, he said.
Targeted: Kahley said preliminary investigation suggests the victim was targeted.
"We don't believe this was a random shooting," he said.
